The office is responsible for maintaining all accounting and financial records, paying state employees and bills, preparing the annual financial report, and operating the state’s Computer Service Center—functions that are foundational to the financial integrity of the state.
Problem Statement
A State of Idaho Controller’s Office managing budget and audit reports manually required significant time and administrative effort, leading to delays and increased risk of inconsistencies across complex document formats. As reporting volumes and governance requirements grew, the need for a scalable, automated solution became critical. The office sought an intelligent document processing (IDP) solution to accurately extract and reconcile financial data while maintaining strict compliance and fiscal oversight.
Challenges
The Controller’s Office’s legacy reporting operations presented several critical hurdles:

Solution
Quantiphi implemented a modern, AI-first document pipeline using QDox to provide a highly scalable and reliable foundation for state fiscal operations. As part of the solution, we leveraged Anthropic’s Claude Haiku 4.5, Claude Sonnet 4, and Claude Sonnet 4.5 models, available through Amazon Bedrock, to power intelligent document extraction and deliver a seamless, highly accurate data processing experience. - Intelligent Document Processing (IDP): Deployed and configured QDox to automatically classify incoming files and accurately extract up to 100 key entities from diverse budget and audit reports.
- GenAI Summarization: Utilized Amazon Bedrock to generate instant, AI-powered summaries that highlight critical financial information,anomalies within processed reports and populate in the desired output file format according to the input documents
- Human-in-the-Loop Workflows: Designed a customized User Interface (UI) allowing financial reviewers to easily verify and validate extracted data before downstream integration.
- Advanced Analytics: Built a comprehensive BI administration dashboard using Amazon QuickSight to monitor system metrics and export structured data outputs (XLS, CSV, and JSON).
- Governance: Separate user roles (Reviewer & Admin) are maintained for platform governance
